Minutes of the Meeting of the Holy Synod

On October 11, 2013, under the chairmanship of the Catholicos-Patriarch of All Georgia, His Holiness and Beatitude Ilia II, a meeting of the Holy Synod was held.
At the meeting, it was decided to reorganize the dioceses, in particular, to divide four existing dioceses. There have also been selected candidates of 7 new bishops.
The Holy Synod also considered the situation that arose on the territory of Georgia, mainly, in Abkhazia and the Tskhinvali region. The Holy Synod resolved:
Georgia will never accept the loss of the territorial integrity, as this issue is very painfully perceived by the public and the church. Russian military should stop the process of putting up structures of barbed wire in the Tskhinvali region. We must do everything to make Russian side to start the fulfillment of international obligations and the process of returning the refugees.
The Holy Synod also discussed the situation created recently in the Diocese of Bichvinta and Tskhum-Abkhazia.
It was noted that despite the difficulties, the relationship between the Georgian Church and the Diocese of Bichvinta and Tskhum-Abkhazia was not interrupted.
Unfortunately, through the media is distributed information on the visit of the Russian Orthodox Church representatives in the Diocese of Bichvinta and Tskhum-Abkhazia and blessings by them the building of two new churches (in Tkvarcheli and Sukhumi) without having the permission of the Georgian Orthodox Church, which is a flagrant violation of church laws.
As it is known, a blessing for the construction of new churches in Abkhazia can only be given by the Catholicos-Patriarch of All Georgia, and any church and religious activities by the clerics of other Orthodox Churches on this site is possible only with the personal approval and blessing of the Catholicos-Patriarch of All Georgia.
We appeal to the leaders of the Orthodox Churches, implement and strengthen supervision, to further not to attend their clergy in Abkhazian diocese, and did not make any church and religious activities without permission and blessing of the head of the Georgian Orthodox Church.
The Holy Synod also discussed occurred in the recent attempts to create religious strife.
It was noted that already have been repeatedly made attempts to sow religious strife between Muslims and Christians, which is a man-made problem, and aims to create confrontation between the two traditional religions.
The Holy Synod decided to request the Government to immediately conduct an inquiry into the matter and take appropriate measures to establish a legislative framework. These processes are primarily directed against the Georgian statehood and in the future must be prevented.
The Holy Synod also asked the Muslim and Christian population of the country not to succumb to provocations, in order not contribute to the emergence of religious strife.
