At the initiative of the temporary Oil and Gas commission of the International Charity Foundation of the Catholicos-Patriarch of All Georgia, a discussion panel was arranged to consider the concept of the national state programme, "the development of oil and gas research and mining in Georgia on the basis of computer systemic modelling and monitoring and other modern technologies", on 6 January 2009, in which leading Georgian oil mining specialists took part.

In the course of the past two years the Oil and Gas temporary commission prepared the analytical substantiation of the concept which is based on the systemic analysis of research by Georgian and foreign specialists. Two scientific conferences were held; the documents pertaining to the analytical substantiation were sent to all the organizations working in the field.

Specialists from the following organizations: the Technical University of Georgia, the Oil and Gas Corporation of Georgia, the Canargo Energy Corporation, Frontera Eastern Georgia, Ioris Valley Oil and Gas, Straits Oil and Gas, as well as the experts of the Oil and Gas temporary commission of the Patriarch's Foundation took part in the discussion. All the participants of the session supported the concept.
